General Observations
Shandra is the one in charge. This means she is responsible for all of this.
Her process is consistent: form a plan, execute the plan, watch the plan dissolve on contact with a peacock, file a report.
She uses spreadsheets. She uses 37-point presentations. She uses power tools. She has, on occasion, stood outside in sleet holding a stick and calling it “guidance.”
The birds do not always agree that it is guidance.
She is not chaotic. She is methodical, prepared, and thorough.
The chaos is never her fault.

The Loophole (Year One)
James said “no chickens.” He did not say “no peacocks.”
This distinction mattered.
A 37-point plan was prepared. Concerns were addressed. Permission was technically granted.
The peacocks arrived three days after Shandra totaled her jeep and broke six ribs.
She picked them up anyway.
